Ability to create a daylight basement

As a used, I would like the ability to create a foundation-level room that is half-under and half-over room level.

Example - look at any brownstone, where the main floor is slightly above street level, with stairs leading up, but the basement is partially exposed, with full windows in the front, and stairs leading from the basement door to the street.
