Stacking of rugs or other floor objects

There are some potential interesting creations that could be built stacking concentric rugs, especially with the color change settings. But every time I try to make one rug smaller than another to stack on top of a larger rug…it goes under it. Won't allow smaller rug on top of larger. Seems backwards… Smaller should be on top of larger objects, typically.
