Weather layer options

Hopefully this would be a simple one - it'd be nice if one could add different layers onto the map like one can add snow onto anything in one click. Good options could include ash, or an overgrown moss texture.

If you wanted to go further with this, it'd be amazing to be able to paint this overlay onto objects manually, so not everything has to be snowy, ashy, or whatnot.
